Question: Is a police officer considered a qualified personnel to be able to witness a cardiac arrest? In regards to "witnessed arrest".
Answer:
 Great question. We assume you are referring to the decision making surrounding a TOR? In this case, the conditions are very specific that the cadiac arrest must be witnessed by EMS. This would not include police.
