Question: How often should you reassess the respiratory rate for apneic patients?

Answer:

 Excellent question. Unstable patients with impending respiratory arrest such as apneic patients as you describe should be continuously monitored as you appropriately support their ventilations. It is important that not just the respiratory rate be monitored but also the entire patient and all of their other vital signs as well to gauge the effectiveness of your resuscitation or determine next steps as to interventions that may be required.
